The agent may reach these hosts and nothing else. Every attempt to leave the list is refused, recorded as a leg, and counted on the front page beside the successes.
Hosts are matched exactly. A suffix match would let evil-wikipedia.org through, which is the sort of thing an allowlist exists to stop.
A host with no reads is a permission nobody has used yet, not evidence of anything.
